What Is the “Big Beautiful Bill” and Why It Matters

The “Big Beautiful Bill,” formally known as H.R.1 in the 119th Congress, aims to reshape how capital gains taxes and investment incentives are structured. During the event, attendees learned how Black communities can benefit from key provisions in the bill by accessing:

  • Capital Gains Tax Incentives for investing in designated areas like Opportunity Zones.
  • Federal Tax Credits for entrepreneurship, community development, and housing projects.
  • Investment Opportunities that can generate intergenerational wealth for Black families.

Shay Hawkins broke down how these policies work, how to access them, and how everyday individuals can use tax credits to build wealth — legally and effectively. He emphasized the importance of understanding IRS compliance, tax planning, and building networks with institutions that facilitate investment access.

Kevin Conwell’s Perspective

“This isn’t just about taxes — it’s about my community having justice, access, and tools for building legacy,” said Councilman Kevin Conwell. We have to allow our people to build power economically. We need to educate, organize, and mobilize around these opportunities before they’re gone.”

Events like this serve as a bridge between policy and people — connecting Black communities with the financial tools that have often been out of reach. Councilman Conwell is committed to supporting grassroots education around economic literacy, real estate, and wealth-building opportunities through legislation like H.R.1.
